In South Africa, fire safety is governed by the NBR and OCHSA acts, local bylaws, and is regulated by various SANS regulations. We will utilize excerpts from these documents to highlight the significance of compliance and some of the consequences of neglecting fire safety.
The purpose of the National Building Regulations act is to establish a required legal framework that all construction projects, including new constructions and modifications, must follow in order to receive approval.
To accomplish this, the NBR utilizes various SANS Regulations, one of which is SANS 10400.
The South African Occupational Health and Safety (OHS) Act 85 of 1993 obligates employers to ensure a safe working environment, which encompasses the implementation of fire safety protocols. Although the Act does not detail the technical specifications for fire alarms, it does require adherence to the National Building Regulations and South African National Standards (SANS) codes, which outline specific criteria for fire detection and alarm systems.
SANS 10400-T signifies the South African National Standard for Fire Protection, which is a crucial element of the National Building Regulations (NBR). It details the essential criteria for inhibiting the spread of fire, protecting the safety of occupants, maintaining structural integrity, controlling smoke, and guaranteeing the provision of adequate fire-fighting equipment in different types of buildings, such as residential houses and hospitals, while also ensuring compliance with the OHS Act
SANS 10139 is the South African National Standard that outlines the design, installation, commissioning, and maintenance of fire detection and alarm systems in non-domestic buildings. It provides guidance for risk-appropriate systems, primarily based on the UK’s BS 5839-1. The standard categorizes systems into M, L, and P for life and property protection, ensuring effective fire safety compliance.
It encompasses all aspects from the initial planning and design phases to the implementation of systems (commissioning) and continuous maintenance for fire alarms.
